The Lynchburg Economic Development Authority has been awarded a Virginia Brownfields Restoration and Economic Redevelopment Assistance Fund (VBAF) Site Assessment and Planning grant to support assessment of five (5) adjacent parcels, collectively referred to as the “12th & Church Site.”
As part of the City’s 2015 EPA Community-Wide Brownfields Assessment Grant Project, a Phase I Environmental Site Assessment (ESA) was completed for the site in November 2016. Based on Phase I ESA research, the historical review indicates past uses of the property as a steam laundry company, dry cleaner, dairy bottling company, farm machinery sales and repair facility, refrigeration sales and service facility, and electrical supply company since approximately 1906. First developed use of the property was not identified; however, the site was developed for commercial purposes by 1885. The property has been vacant since 2006.
The scope of work for the Phase II ESA will include sample collection, data analysis, and reporting to be performed by the Authority’s contracted brownfields consultant, Draper Aden Associates. The VBAF grant is matched by work already performed under the federal Community-Wide Brownfields Assessment grant program.
